Private players will have to bid for ground handling

The Cabinet Committee on Security on Thursday approved the new ground-handling policy for six major airports across the country. The move is aimed at bringing in more efficiency, competition and international expertise in the field.

Three agents will undertake ground handling at the metropolitan airports—Delhi, Mumbai, Chennai, Kolkata, Bangalore and Hyderabad. The three agents are: the respective airport operator (AAI or other operators as the case may be) or its joint venture (JV); subsidiary companies of Air-India/Indian Airlines or their joint ventures specialised in ground-handling services. Third-party handling will also be permitted to these subsidiaries or their JVs on the basis of revenue sharing with the airport operator. Any other ground-handling service provider, selected through competitive bidding on revenue sharing basis by the airport operator, is subject to security clearance by the government. Observance of performance standards may be laid down by the airport operator.

    I would like to know more information on the newly approved ground handling policy and whether i could get a copy of it. I would also like to know the documents required to satisfy the bidding and the protocol related clearance and documents. Kindly let us know the last date for bidding and whether the new private ground handling agents could perform without bidding until january 2009.
